The Manitoba government has introduced new legislation aimed at preserving the province’s current vehicle insurance framework, officially locking the “registered owner model” into law. Justice Minister Matt Wiebe, who also oversees Manitoba Public Insurance (MPI), announced the move on Monday, saying it will help keep auto insurance rates affordable for residents.
“Our government is making sure vehicle insurance rates remain affordable for Manitoba families,” Wiebe said. “By keeping MPI public and protecting the registered owner model, we’re ensuring stable, affordable insurance for Manitobans now and in the future.”
Wiebe added that the legislation — known as the Manitoba Public Insurance Amendment Act (2) — is part of a broader effort to stabilize MPI and prevent future hikes in insurance premiums.
“We’re putting MPI back on track and protecting Manitobans from future attempts to raise rates through changes to the insurance model,” he said. “These new protections are part of our government’s strategy to save families money — including freezing hydro rates, offering permanent gas tax relief, and maintaining some of the lowest car insurance rates in Canada.”
The act, Wiebe said, ensures MPI remains a public, affordable, and customer-focused institution dedicated to serving Manitobans.
